Developments And Challenges Of The Environmental Grassroots Organization "GREEN QILU"

The wave of "Associational Revolution" has swept the globe since the middle of the twentieth century.Various social organizations in the western countries have played a pivotal role in environmental protection,human rights,poverty alleviation and disease relief.China’s social organizations have sprouted along with this wave rapidly since the"Chinese Economic Reform".After more than 30 years of development,various social organizations have become an major force that impacts people’s normal life in so many areas.In recent years,the frequent appearances of global warming effects,smogs,dust storms and other extreme weather make more and more people not only gradually increasing their sense of environmental protection,but also raising their demand for fresh air,clean water.That is why a lot of Non-Government Environmental Protection Organizations(NGEPOs)are founded and developed in only past few years.Nowadays,NGEPOs have grown into the most active groups of all kinds of social organizations.Volunteers have spread all over the city and village to make the world cleaner through their professional work.It is also worth noting that NGEPOs also have played an irreplaceable and important role in fostering public spirit,improving public services and achieving social coexistence.Comparing to the development of the non-government organizations in the western countries,China’s NGEPOs started relatively late.Subject to external management system,internal management level and other constraints,Chinese NGEPOs are facing many challenges in terms of survival and development.Environmental organizations in the western countries have advantages in both scale and functionality level.The developments’experience of these organizations in the western countries has become an important source and template to guide China’s NGEPOs.Experiences are certainly worth learning,but without considering domestic reality,a blind introduction of western experience is likely to cause "acclimatized" phenomenon,which is not conducive to the long-term healthy development of China’s NGEPOs.Therefore,optimization and modification of these developments experiences will also have great referencing meaning and significant value.Based on this research direction,I used organization life cycle theory to analyze the case of GREEN QILU,who is a leading group among Chinese NGEPOs,in terms of development process,internal management,activity strategy,external organization environment and policy support,etc,to try to summarize and find out their obstacles and potential challenges regarding the development of NGEPOs.In the end,I will use the theory of governance,public management theory upon the expansion of financing channels,the reform of management mechanisms,human resources and other aspects,to propose an internal management strategy for GREEN QILU.I also explored the external conditions of the future development of GREEN QILU from the aspects of optimization the government financial investment,the reformation of the registration system,the communication system between the government and NGEPOs as well as the cultivation of citizens’ voluntary consciousness.
