Study On CPC’s Opening-up Thoughts Since The 18th National Congress Of CPC

When history of nationalities turned into history of the world,opening-up has conclusively become the general trend of human historical development.As to any country that seeks prosperity,opening-up is the inevitable choice,which is the profound lesson elicited from the history of China.Ever since the Third Plenary Session of the Eleventh Central Committee of the CPC,the basic state policy of opening-up which China has been adhering to pursues the strategy of mutual benefit and has established astonishing achievements as the world’s second largest economy,the biggest goods trading country and the biggest attracting foreign capital country.However,since the financial crisis in 2008,the world economic situation has changed profoundly and the global economic development has been out of balance,short of power and difficult to recover from the continuous downturn.Meanwhile,the economic development of China which deeply involved in economic globalization has reached to a new stage,in which the economic growth speed turns from high speed to medium-high speed.And it’s therefore urgent to meet the requirements of adjusting the industrial structure,innovating growth impetus and transforming the economic development pattern.All these changes have put forward a new and higher demand of the opening-up policy of China.Since the 18 th CPC National Congress,Xi Jin-ping,core of CPC Central Committee,has made profound analysis and scientific policy against the new changes in domestic and overseas situation and has planned the overall situation for both domestic and international development,standing at the historical starting point to implement the “Two Centenary Goals” and to realize the Chinese Dream of the Great Rejuvenation of the Chinese Nation.A series of new thoughts of opening-up and proactive strategies brought and implemented by the CPC Central Committee the 18 th CPC National Congress leads China to a brand new opening period.It is of important theoretical value and practical significance to thoroughly study the new thoughts of opening-up brought since the 18 th CPC National Congress.This paper mainly includes four parts: the first part is introduction which mainly describes the research background and significance,summarizes overseas and domestic research status related to the selected subject and states the research methods and innovation of this paper.The second part sorts out the forming foundation and background of CPC’s opening-up thoughts since the 18 th national congress of CPC,mainly expounding from three perspectives of theoretical basis,practical basis and realistic background,the discussion of which paves for the study of the main content of CPC’s opening-up thoughts since the 18 th national congress of CPC.The third part comprehensively and systematically summarizes the main content of CPC’s opening-up thoughts since the 18 th national congress of CPC as the emphasis of this paper.First,it expounds opening up and development of CPC as a concept of state administration,in which it discusses that opening-up is the inevitable choice for nationalprosperity.Second,it generalizes the opening-up thoughts brought since the 18 th CPC National Congress economically and diplomatically.Economically,China should develop open economy in a higher level,pursue the opening-up strategy of mutual benefit,build up the new system for open economy and perfect the layout of opening-up strategy.Diplomatically,China should carry out a more proactive international strategy,put forward the idea of creating a community of shared future for all mankind,build up a new type of international relations with win-win cooperation as its core and boost the reform of global governance system.Finally,it expounds the strategy of “belt and road”,indicates that “belt and road” makes a new pattern of China’s opening-up.The fourth part evaluates and analyzes CPC’s opening-up thoughts since the 18 th national congress of CPC,in which it mainly analyzes its characteristics,theoretical and practical significance.The closing remarks are the conclusion of the whole paper.
