Research On Management To Improve The Quality Of Baise Farming Village Service Project

The effective transformation of government functions has always been a hot issue of government management reform in China.Since 2007,Rural Services Program implemented in Baise has been generally welcomed by the rural masses and been affirmed by the Xi Jinping,Li Yuanchao and other Central leaders.But in the process of the project promotion,there is still a gap between the quality control of project management and the requirement of Central leaders.Therefore,it is particularly important and urgent to make the project research in order to ensure the quality of projects continual improvement and to meet public demand for a wide range of services in rural areas under the new situation.Firstly,This paper describes the economy changes in rural life,analyzes current problem of rural social management and the necessity of township institution reform,illustrates the necessity of improving the quality of Rural Services Program on the basis of the summary of existing experience,pointed out the significance of Rural Services Program and proposes innovative model of social management and government services in rural areas.Secondly,it introduces the core concepts of program quality management and basic theory,describes the concept of Rural Services Program,pointed out the stakeholders involved in the program and principles of quality management.Thirdly,the paper briefly analyses the current situation of program management,describes the objectives for the overall program quality,schedule,budget,and scope definition,organization,operational mechanism,the system structure,management processes.It gives a overall understanding of the whole content of public services.Meanwhile,it makes the comprehensive analysis of the effectiveness of the quality management of the program,pointing out the existing problems in program quality management and analyzes of the causes of the problems in order to further improve the quality of the program.According to the existing problems,this paper proposes the management strategies of quality improvement of rural public services and put forward the detail measures of safeguard,which focuses on building harmonious relation between leaders and farmers,further improving program quality management system,implementation of program resource needs,building the project quality management organization,decentralization,building the project implementation team,improved communication management.Finally this paper evaluates the study results of quality management of the Rural Services Program,states some deficiencies in the process of research,pointed out the improvement in the future on the basis of the actual situation.In short,program quality control theory plays a vital role in strengthening service functions of government,which makes the quality results more controllable and the civil benefit measures have rules to follow.
