Research About The System Of Interal Law-Enforching Spervision Inside The Quanzhou MSA

Grassroots government departments regard providing basic effective public services as the top priority,while enforcement supervision is the important measure for guaranteeing law-based,timely,efficient and high-quality public services.Without supervision,correction and introspection,it shall be unable to continuously provide high-quality public services.The framework optimization,measure enrichment and mechanism perfection of enforcement supervision exerts extremely important influence on upgrading and improving public service ability and level of maritime authority.This paper attempts to conduct in-depth analysis on the internal enforcement supervision status of Quanzhou grassroots maritime authority under existing administrative enforcement supervision system,and discuss the implementation deviation and improvement countermeasures of internal enforcement supervision.Secondly,selecting internal enforcement supervision of Quanzhou grassroots maritime authority as research object,it carried out discussion and analysis on the beneficial achievements and existing deficiencies in enforcement supervision in recent years starting from work reality.The final part of this paper tried to propose improvement countermeasures,including adjusting enforcement supervision scope and internal enforcement supervision strategy,strengthening open strength of administrative enforcement supervision,gradually establishing internal enforcement supervision legal system of maritime institutions,developing legislation attempt on internal enforcement supervision with local characteristics,referring to staff access system of French enforcement supervision institution,planning feasible and effective enforcement supervision team cultivation strategy,updating training materials,expanding training teachers,enriching training mode and optimizing training proportion.
