We dare to do a lot of things, is because the working of the expectation of the law, it's included the trust and the expectation,at least we hope the law is expected.Although the expectation of the law is so important, but just as the saying "you can't smell the fragrance when you stay in the garden all the time ". The research about the legal expectation is ignored partly. Currently the dissertation and literature related to legal expectation that we can find out are not much, so we can distinguish the concept of the legal expectation by comparing the similar concepts, and propose some ideas of the legal expectation.The paper will start with a incident that the halt of cleaning of preferential tax policies. analyse the theory of the legal expectation that the incident contained, I believe it's a interesting and valuable research topic. In 2014, the State Council require clean and rule all of the preferential tax policies, abolish the preferential tax policies against the law. At that time, I took part in the work of the preferential tax policies cleaning with some colleagues of the other departments, summarized data of the preferential tax policies, found the basis, but in the early of 2015, the State Council issued a file that required the intermission of the preferential tax policies cleaning. So far,the cleaning of the preferential tax policies is lay on the table. The file was called the "brake lining" on the Internet, it refers some noteworthy words, such as "interim period"? "non-retroactivity" and so on, in this paper,we will analysis these words that avail the research of realizing the lagal expectation. Of course, we have much to do for the realization of the legal expectation,but now,the research has a realistic meaning to put the power into the cage of system and compress the discretion.
