Path Analysis On Equal Allocation Of Urban And Rural Public Resources In Hebei Province

The Third Plenary Session of the Eighteenth Central Committee of CPC pointed out that urban-rural dual structure largely restricts the integration of urban and rural development.The system and mechanism must be improved to form the new industry-agriculture and urban-rural relationship of “promoting agriculture by industry,enhancing countrysides by cities,urban and rural integration”.Large farmers should be made to participate in modernization process and share modernization achievements equally.However,the gap between town and rural areas has existed for a long time and presents expanding tendency due to various reasons,including history,society and resources etc.Equal allocation of urban and rural public resources is the antecedent condition for shortening the gap between urban and rural places,achieving urban-rural coordination,maintaining the social fairness and justice and is the duty of the governments.Now Hebei,an underdeveloped province,also has the unequal allocation problems of urban and rural public resources.Therefore,the study on equal allocation path of urban and rural public resources in Hebei province has great significance to achieve the urban-rural integration.First,the paper explains the concepts of city and countryside,public resources and equal allocation,discusses the relationship between public resources and public products,introduces the theory basis involved in this study.Next,it chooses social security resources,compulsory educational resources,medical and health resources and infrastructure resources as the research object,analyzes the current situation of urban and rural public resource allocation in Hebei province and emphasizes the specific conditions of unequal allocation of urban and rural public resource based on quantitative analysis.Then,it explores some restraining factors of equal development of urban and rural public resources allocation in Hebei province from urban-rural dual structure,government failure in rural public resource allocation and farmers themselves.Finally,based on the restraining factors,some methods are raised to achieve equal allocation of urban and rural public resource in Hebei province from promoting urban and rural integration,improving the government functions of rural public resource allocation,enhancing farmers' demanding capacity of public resources.
