According to Maslow's demand theory, people have five levels of demand, such as physiological, safety, social, respect and self realization. In these demands, getting respect and self realization are higher levels of demand. Based on this theory and the law of the people's demand, all kinds of organizations explore and establish the incentive mechanism with its own characteristics, in order to meet the needs of social development, and thus encourage them to tap their own potential, to create a good performance, to contribute to the development of the organization.There are a lot of incentive management tools for employees, such as salary income distribution to achieve hard work, rewarding the good and punishing the bad in performance appraisal, strengthening team cohesion in corporate culture, and so on. Some of the levels of incentivation are spiritual, some are material. Promotion is the most effective means of encouragement, because the promotion will bring about two aspects of change:one is the promotion of social identity, which can achieve spiritual level of incentivation; the other one is the promotion of remuneration that will realize the material level of incentive.Public sectors are responsible for the function of public welfare and public service, and the staff of the public institutions is the group that carries the specific responsibility. Nowadays, the requirements of social public for public sectors and their staff are getting higher and higher. In which way the staff of the sector that has a certain scale should be better incentived, and how to promote the development of social welfare by realizing their social value are the problems that we must face and solve.In this paper, we will study the promotion mechanism of the staff in public sectors, and study on the current policies related to the promotion mechanism of the staff in the sector, through the case analysis to find out the existing problems and the reasons for the problem. Learning from the "competency model" theory and successful cases, the paper will design a set of complete and workable mechanism for the promotion of the staff of the sector by taking examples of different types public sectors, which will promote the role of the promotion mechanism of the institution and long-term development of institutions to achieve the goal of common development of organizations and individuals.
