Research On Modern Charity Management System In China Under The Governance Theory Horizon

Charity is a great cause with social donation as foundation, to make up for a lack of market and social distribution as the goal of social assistance, which is the embodiment of a comprehensive, widely, humanities and the social core values.Recently, Chinese Charity is showing a trend of steady development rapidly, but there are still many problems, such as operation mode of extensive administrative, inefficient working in charitable institutions, absence of credibility, etc. At present, The People’s Republic of China charity law is about to be implemented. Our philanthropy is stepping into a critical period of development, which is important to understand the present situation, cause analysis, and fully understand the current situation of charity.This essay is based on the background of Chinese philanthropy development focuses on the current development situation of the charity management mechanism in China. It is also trying to deeply analyses the current problem existing in Philanthropy development mechanism, such as the authority intervenes, charity culture insufficient publicity, low level of professional team. Supervision mechanism is inadequate, the relative laws and legal regulations are imperfect. It also draws lessons form the experience of the relevant management mechanisms in America, Britain, Singapore, Canada in charity. Based on that, it put forward relevant countermeasures under the perspective of governance theory of mechanism reform in philanthropy development, and reference to the experience and illumination from the relevant managing organizations, from which to come up with the strategies of revolution of developing method of modern charity management system in china under the governance theory horizon and build up “multivariate cooperation” combining with the characteristics of China. On the charity activities, multiple subjects need to participate in managing to effect cooperatively; completing the internal management system of modern charities and reducing the administrative intervention; complete the relevant supervising and managing systems; strengthen the credibility of the charity organizations, and improve the circumstance of development for the charities combining with the socialist core values, so that to aim at forming the charity culture idea under the socialism with Chinese characteristics and providing the new basis of theory and practice for development of charity in China under the social governance horizon.
