Research On The Ability Construction Of The Grass Roots Government To Deal With The Rural Mass Incidents

The rural mass incidents are the inevitable outcome of the fact that peasants need resort to group behaviors beyond the system to solve interest disputes and to protect their own rights when they lack other feasible systemized ways to express their own appeal for interest. In the special period of overall social transformation and urban-rural integration in China, interest conflicts and disputes in rural areas have been frequently emerging. Besides, all sorts of rural group events occur continually, which becomes a serious threat to efficient administration in rural society. At present, it is not only a major test for administration structure and ability of Chinese grass-root government, but also a major subject for construction of harmonious socialist society in China as how to complete emergency management mechanism for rural group events, as well as how to maintain stability and development of rural society.In order to improve the emergency response capacity as a starting point, based on summarizing the rural group events that have happened in recent years, analyzes for its connotation, characteristics and the development tendency; d mainly examines deficiencies of grass-root government in terms of emergency concept, emergency response, emergency coordination, emergency public relations, etc.; in the meantime, the paper analyzes elements that restrict emergency-processing ability of Chinese grass-root government from both subjective deficiencies which include weakening social control function of grass-root government and rigid concept of stability protection, as well as objective deficiencies that involve lack of rural public resources; finally, based on common problems existing in the management process of rural mass incidents, and referring to theory of crisis management, the paper comes up with practical approaches to improve emergency-processing ability of Chinese grass-root government from five aspects including strengthening crisis awareness, highlighting scientific decision making, realizing plural linkage, completing information platform for peasants, and continuing stability and rehabilitation.To sum up, prevention and resolution of rural group events are both necessary demand for social development and stability in China, and an important measurement to evaluate administration ability of Chinese rural grass-root party organization and government. Grass-root government can timely ease social conflicts and properly handle rural group events only by paying due attention ideologically and by improving ability for actions practically; only in that way can they set a good image for government and lay a solid foundation for construction of harmonious society.
