Research On The Agricultural Science And Technology Policy Of The Communist Party Of China Since The Reform And Opening Up

Agriculture as the primary industry is the foundation of the national economy,in the development of agriculture and the process of reform,agricultural science and technology policy has increasingly become a leading indicator of agricultural development,adjustment and perfection of agricultural science and technology policy for the development of agriculture and rural economy plays a vital role.Since the Communist Party of China in the third Plenary Session of the 11 th CPC Central Committee,under the guidance of agricultural science and technology policy,the development of agriculture in China has made great progress,which is conducive to the realization of agricultural modernization in China.However,the agricultural science and technology policy in the agricultural production process,gradually revealed some problems and deficiencies.In view of these problems,we must gradually adjust and optimize the agricultural science and technology policy under the leadership of the Communist Party of China and the government,so as to guide the agricultural production and promote the development of agriculture.This paper is composed of the introduction and five parts,the system analysis,the reform and opening up of the Communist Party of China’s agricultural science and technology policy.The introduction explains the background and significance of this research,summarizes the related literature,and expounds the research ideas,methods and innovation points.The first part analyzes the connotation,composition and main characteristics of the agricultural science and technology policy of the Communist Party of China.The second part reviews the development of agricultural science and technology policy of the Communist Party of China since the reform and opening up.The part of the adjustment process of the agricultural science and technology policy in China is expounded from three stages,namely agricultural science and technology policy adjustment stage,agricultural science and technology policy further adjustment and innovation stage,agricultural science and technology policy of comprehensive adjustment phase.The third part analyzes the target and principle of agricultural science and technology policy.From the realization of agricultural modernization,and promote the development of rural economy,to protect the effective supply of national food security and agricultural products,the four aspects: Deepening the reform of agricultural science and technology,expounds the agricultural science and technology policy goals.Following the principle of agriculture and rural economy development,adhere to the economic benefit,social benefit and technical efficiency of the unity of principle,reflecting the integrated system of principle of three aspects to explain the principle of agricultural science and technology policy.The fourth part summarizes the basic content of the main content of the investment in agricultural science and technology and personnel training policy,agricultural science and technology innovation policy gist,promotion of agricultural science and technology policy.The fifth part puts forward the positive value and insufficiency of the agriculture science and technology policy and optimization.This part mainly from the agricultural science and technology investment,agricultural science and technology personnel training,agricultural science and technology transformation and promotion,as well as agricultural science and technology innovation four aspects analysis of the shortage of agricultural science and technology policy,and problems which exists in view of the above four aspects,put forward the optimization policy of agricultural science and technology to the main ideas.
