The urban management institutions in China experienced decades of development, from temporary agencies to permanent administrative agencies now. These officers represent the government, to maintenance the appearance of the city, their work contacts closely with the public, and their competency are very important to the government reform. Currently, there are not too many researches of the competency mode for urban management law enforcement officers, and no authoritative definition of the model.To study the competency model of urban management law enforcement officers will help improve the competency of the urban management officers, regulate their law enforcement behavior, and facilitate the construction of the urban management.This study depended on literature and questionnaire investigation methods, by collecting a large number of documents related to diversification and normative documents, combined with questionnaire investigation for urban management staff and experts’ advice, then collected lots of competency elements, then under the guidance of experts, conducted several rounds selection for the competency elements, referred to Iceberg Model, proposed a six-dimension competency model of Cangzhou urban management law enforcement officers. Through a large sample of questionnaire investigation to create the model. With the means of factor-analysis to create the model and passed the reliable test, including convergent validity, discrimination validity and facial validity. Finally got a four-dimension competency model, including 18 indicators. In this model, each dimension sorted in descending order of importance: personal qualities, abilities and knowledge, as well as physical and mental qualities dimensions. The personal qualities’ dimension contains 8 competency indicators, including the sense of the professionalism, administrative efficiency, the compressive strength, the sense of submission,achievement, fairness and teamwork; the skill-dimension contains 5 indicators, including the administrative capacity, the site-control capacity, emergency response competency, investigation and coordination; the knowledge-dimension contains 3 indicators, including the administrative knowledge, professional knowledge, economic and legal knowledge; the mental and physical-dimension contains 2 indicators, including the emotional self control and physical competency.In this study, this competency model in recruiting law enforcement personnel, training, appraisal, compensation management and other work applications were discussed, use expert scoring method to assignment the percentage for each competency dimension and competency indicators, then combined with the actual competence quantitative classification level assessment, developed a simple competency level measurement scale for this kind of officers to increase the value of the model in practice. |
