Problems And Countermeasures Of The Management Of College-Graduate Village Officials

China is a large agricultural country. Under the background of fast economic growth, rapid change of development mode, transformation of social structure and profound changes in the pattern of interests, such issues as weak agricultural basis, lagging rural development, difficult income increase of farmers still exist. As national investment to rural human resources, college graduate village officials with ideal, knowledge and passion keep improving service awareness of "Three Rural Issues", playing more roles in improving farmers’ subjectivity, revigorating the countryside, remobilizing villagers’ autonomous organization and perfecting policy climate of "Three Rural Issues", being the important supporters of "Three Rural Issues".Started as "Baby Ea gle Project" in Jiangsu Province in 1999, then spread in 2008 t o 31 provinces and Xinjiang Construction Corps to recruit college graduate village officials, this job, as an important strategic project of Central Party Committee since 17 th CPC conference is still imperfect,and has some problems in management of coll ege graduate village officials. Therefore, the study of management of college graduate village officials is good to their growth in the countryside, also good to the solution of "Three Rural Issues", laying foundation for construction of overall well-off society.Taking Donghai County as example, the paper obje ctively analyzes the management of college graduate village officlas and its problems and solutions in combination with practical experience.the main body deals with the present situation and development of the management of college graduate village officials from the native village officials, college graduate village officials and township organs, ending with some suggestions. In view of the early start of the job of college graduate village officials in Donghai County( 20 01), the problem and present situation here are characteristic of and helpful to the management of college graduate village officials all over China.
