Study On The Development Of Public Service Industry In The Underdevelopment Area

To promote the development of public services is not only helpful to reduce precautionary savings, promoting consumption, expanding domestic demand, optimize the economic structure and the transformation of the mode of economic development; but also help to promote the accumulation of human capital, replacement of material resources input, improve labor productivity and resource utilization efficiency, reduce economic growth dependence on material resources input, promote the urbanization process, bring good economic benefit and social benefit, to safeguard social stability and development. However, at present, the public service industry in underdeveloped areas are in the backward level of the whole country, paying close attention to and improving the development level of public service industry in less developed areas are major problems in the development of our country.We choose more representative of the central developed area-- Northern Anhui public service industry as the research object, public services definition: public security, education, medical and health care, housing, social security and employment, transportation, cultural, sports and energy saving and environmental protection eight segments of the industry, from the eight aspects of public service industry to study. Collect the "Eleventh Five Year Plan" since 2006-2014 Northern Anhui area and Anhui Province overall public service industry development data, respectively from the economic environment, policy environment, investment amount, expenditure structure, per capita expenditure and output of Northern Anhui areas of public service industry development trend and development status analyze. The paper through the correlation analysis method, using a large panel data obtained: Northern Anhui areas of the public service industry input level and urbanization rate shows significantly positive correlation, and when the public services per capita investment higher and more perfect development, the positive correlation between them are fitting process better.Although in northern Anhui areas of the public service industry total are increase, but including education, social security and employment, culture and sports, energy saving and environmental protection and transportation industry in the structure of expenditures, per capita spending is still below the average level of the province; still exist input and output gap, and the average level of the province differs greatly. Dig the reason of the backward public service industry development slows: large population, weak economic; lack of policy; lack of diversification of supply; public service management level backward: the informatization level is not high, lack of supervision, performance evaluation is weak, lack of human resources.In view of the above problems, the paper points out that the government needs efforts to increase fiscal security, reform of the government public service quality, diversified supply mechanism of public services, optimize the structure of public service industry, establish public service performance evaluation mechanism to continuous improvement and development of local public service industry, to protect the welfare of the people, driving the regional economic development through the development of the public service industry, has a good reference and guiding significance to the promotion of public service industry in less developed areas.
