With the development of network technology, the way of creation and dissemination of work have taken place a huge change. The traditional authorization mode can't satisfy the licensing requirements and protect the interests of the "orphan works" and the non-members copyright holder at the present. Nordic countries implement the extended collective licensing to solve these problems. This text combines the extended collective licensing abroad with our country actual situation proposed localization Suggestions to solve these problems. This paper is divided into four main sections:The first section is the rationality of the extended collective licensing. This section introduces the general definition, properties and characteristics of the extended collective licensing. And basis of the rationality, the necessity, and feasibility analysis draw a conclusion that our country has the condition to implement the extended collective licensing.The second section is the status quo and existing problems of the management system of the collective. Because of existing these problems, our country needs to set up the extended collective licensing.The third section is empirical research on the extended collective licensing of foreign country. This section can increase the experience of the construction of the extended collective licensing in our country.The fourth section offers some proposals to build the extended collective licensing. The suggestion includes six aspects, the scope of the extended collective licensing, extensibility qualification of collective management organizations, collective management organization's qualitative and introducing competition, non-members copyright owner management, non-member fee collection and distribution, and supervision mechanism of the extended collective licensing.
