Government Authority List System Reform Research In The Perspective Of Government Governance Capacity Promotion

After the reform and opening up,with the deepening of market economy development and the reform of administrative system,China’s economic and social development has been going into the deep water area,the social stratum structure and the benefit relations has taken great change,various social contradictions have become increasingly prominent,public crisis events happened frequently.Therefore,how to improve the governance capacity of local government as to cope with the current severe situation has become the problem urgently to be solved in local government.As the most part of the foundation of China’s local government,the county government in the administrative system of our country is in a transitional position.Three session of the party’s eighteen will be proposed,to the implementation of local governments and their departments at all levels of authority list system,which is the direction of solving the current predicament.This paper mainly uses the literature analysis method and case analysis method to study the reform of the authority list system.First of all,this paper summarizes and sorts out the research results related to the academic field.Secondly,from the perspective of governance capacity upgrade,this paper establishes six evaluation dimensions of governance to analysis authority list system reform,including transparency,participation,accountability,effectiveness,legalization and the integrity of the.Besides,select Fu yang authority list system reform as the object of empirical analysis,gives a brief introduction to the background,practice and effect of Fu yang authority list system reform,and then analyzes the existing problems.Finally,aiming at the current existing problems of Fu yang authority list system reform,such as the lack of legal supporting system,public participation absence,lack of oversight mechanisms and other issues,in order to ensure the implementation of the authority list system reform,this paper argues that it needs the improvement of legal supporting system,the enhancement of social organization construction guidance,and the consummation of the mechanism of power supervision.
