The current civil servants management system of the traffic police department has not meet traffic police demand which endowed with the road traffic development. Under the background of deepening the policing reform comprehensively, Shaoyang traffic police detachment has taken some measures such as recruiting assistant police and transferring organ police force to supply a quota to replenish the inadequate police force. However, assistant police may bring social risk to the civil servants management because of the lack of professionalism. And organ police force may be unwilling to supply to the pavement on duty because of the lack of incentive. Taking the total road traffic service as a constraint condition, the paper establishes a labor cost management scheme of the civil servants which can fully guarantee the road police force for Shaoyang traffic police detachment. The scheme can minimize civil servants labor cost under the premise of guaranteeing the police force to meet the road traffic service demand.The paper firstly summarizes the relevant research results about the labor cost management of civil servants. And guided by new public service theory, cost driver theory, labor division theory and wage equity theory, the paper analyzes the enlightenment to labor cost management of civil servants from these theories. Secondly, the paper deeply analyzes the present situation and existing problems about the labor cost management of the civil servants of Shaoyang traffic police detachment and the cause of the problem is pointed out. Thirdly, on the basis of guaranteeing the same road traffic service quality of Shaoyang traffic police, the paper establishes a labor cost management improvement scheme of the civil servants giving attention to both efficiency and fairness from the variables of labor quantity and wage, through the flexibility of post switching and the elastic pavement allowance. The scheme implements the high quality police to meet the demand of high quantity police and achieves the goal of minimizing civil servants labor cost under the premise of meeting the demand of public service. On the one hand, the paper conducts the flexible design of the post about the difference of pavement homework labor quantity on the basis of forecasting the highest and lowest demand of pavement homework. And the labor quantity of road professional post is determined according to the minimum labor demand of pavement homework. On the other hand, the labor wage of traffic police civil servants giving attention to both internal and external equity is determined according to the elastic pavement allowance. Finally, some suggestions on support are put forward such as improving organization budgeting system to delegate the labor quantity decision-making right, improving the post allowance of traffic police civil servants with the pavement allowance by the hour, innovating and improving the information disclosure system of traffic police detachment.
