Research On The Credibility The Basic Level Government

The credibility of local government is to its own credit to obtain the public trust of local government ability, is the public to the degree of trust was the attitude of local governments and their comprehensive ability evaluation, is a region of social resources "intangible asset" and can be quantified. The credibility of local government in our country in general is higher, but relative to the central government credibility, the credibility of local government still has room to further improve. Currently, to establish a set of scientific and feasible evaluation index system of local government credibility of local government credibility condition for effective assessment, not only is helpful to make the objective and reasonable evaluation of regional competitiveness, but also prompted the local government finds itself, and then take effective measures to further improve the credibility of local government.This paper based on the credibility, local governments, government credibility, the credibility of local government, and the basic connotation of the evaluation index system and explains the basic theory of evaluation index system of local government credibility. On this basis, this article follows the principle of systematic, scientific, feasibility and effectiveness, from the credibility of the constitute factors, institutional credibility, the credibility system, the execution of credibility and credibility of the four dimensions of personality constructs the evaluation of local government credibility of 24 indicators, and the design index screening questionnaire to initial index screening, screening after the perfect degree of the evaluation index system including laws regulations, the administrative accountability system, faithless punishment report system, supervision system, public crisis warning system, emergency system, the decision making process of participation, the degree of information entity public, open degree program, the results of public and local policy and the policy of connection degree, relative stability of the local policy, in the process of execution in accordance with the law, the reasonable degree, degree of strength, degree of fair, efficient, effectiveness of policy implementation, service attitude of government officials and business ability, degree of degree of diligence, honesty and self-discipline, moral accomplishment and the degree of local governments to live up to its promise that 22 indicators. In given on the basis of the evaluation index weight, formed a set of more scientific and objective evaluation index system of local government credibility. Then, with western Henan D city as a case, this paper make an empirical analysis of the status of the government credibility. With the method of questionnaire, carry through SPSS software to analyze the reliability of survey data, draw a comprehensive situation of D municipal government credibility. Finally, the results show that the weaker indicators.Out of D municipal government credibility countermeasures:it is recommended that D, still need to establish a sound administrative accountability system, faithless punishment system, crisis early warning system and emergency system, etc, to do more efforts to further cultivate the service idea, the construction of transparent government, expanding public participation, and keep the policy stability, improve the administrative efficiency.
