The Singapore Government is famous for its incorruptibility and efficiencies.According to the Comparable Corruption Index results released by Transparency International, Singapore is always in the front rank. Its great progress comes from the setting up of the incorruptibility system and the function in the anti-corruption activities brought by it. The incorruptibility system in Singapore consists of two parts, including the incorruptibility regime system and the incorruptibility cultural system, which cooperate with each other and provide a function of anti-corruption,guaranteeing the development of economy and promoting the legitimacy of the government. The incorruptibility system in Singapore not just only has its own characteristics but also has a universal lesson for other country to learn from. We do hope Chinese incorruptibility system can also learn something from it. This thesis divides the incorruptibility system in Singapore into two parts, including the incorruptibility regime system and the incorruptibility cultural system to give prominence to the features of the backbone in the system in Singapore from the perspective of the incorruptibility system in Singapore and adopted the methods of system methodology and the analysis methodology of structure function. It also shows that the incorruptibility cultural system plays an important part in the incorruptibility system. This thesis consists of six parts. Chapter I deals with the background, the significance and research methods, and the current situation of the research. ChapterⅡgives a brief introduction of the theory of the country’s incorruptibility system and the background of the setting up of the incorruptibility system in Singapore as well as developing of the policy of anti-corruption after its independence. Chapter Ⅲ analyzes the incorruptibility system in Singapore in details. Chapter Ⅳ analyzes the incorruptibility cultural system in Singapore in details. ChapterⅤemphasizes the function and the progress brought by the incorruptibility system in Singapore. ChapterⅥ summarizes the promoting effect of it and the lesson brought by it and gives a conclusion to the setting up of the incorruptibility system in Singapore.
