Improvement Of Rural Cadre-villager Relation

The villagers of village cadres relationship is an important part of rural governance and concentrated expression, about the stability and development of rural areas. With the reform and opening up and deepening of urbanization, rural governance in recent years a series of new problems and challenges. Nationally, the disputes between villagers of village cadres increasing, embodied in the petition in rural areas increased rural mass confrontations, vicious conflict after another, the relationship between the villagers of village cadres become the focus of attention, the difficulty of governance, public management focus. Currently, many scholars have studied this issue, the formation of many valuable results; some local governments are aware of the seriousness of the problem began to take countermeasures from the perspective of public administration, formed some useful experience practice. However,from a national perspective, whether from academic or trend from the operational level, the relationship between the villagers and village cadres have not been effectively addressed, and has further deteriorated. In this paper, FJ county as the research object, proceed from the situation, problems, analyze the causes of tension between cadres FJ rural counties, and put forward some suggestions.This paper is divided into six parts. The first part is an introduction, definition introduces the research background, significance, research status and basic concepts. The second part is the status quo analysis, describes three forms of the relationship between cadres in rural current FJ County: Harmony, conflict and separation type, briefly expounded their respective performance. The third part analyzes the relationship between cadres FJ problems in rural counties, mainly villagers in the village cadres trust, acceptance, reduce dependence, and the interaction between the villagers of village cadres reduction, increased conflict and so on. The fourth part is from the village cadres, villagers and rural objective reality, the system level analysis of the causes of the problems. The fifth part is targeted to a number of recommendations. The sixth part is a summary of the article, we put forward a four-point revelation, to provide a reference for other similar rural areas to improve the relationship between cadres.The author believes that the current rural cadres has entered a new period, showing a number of new features never before, new problems and new contradictions. Grassroots governance must face this new series of changes. To build a harmonious relationship between cadres, the key is from the village cadre management, institutional mechanisms for rural governance changes and a series of ways to promote the village to improve the relevance and effectiveness of governance, building a new countryside harmonious, prosperous and civilized.
