| Town party committee and village party branch(general branch, party committee) are primary-level organizations of the Party in villages, the basis of all work and fighting capacity of the Party in villages, and the leading nucleus of all kinds of organizations and work in rural grass-roots units. Since the reform and opening-up policy, rural primary party organization has been playing core role in rural reform and development; organization construction of rural primary party organization has been strengthened and deepened, and working mechanism of rural primary party organization has been formed initially. Chinese Communist Party has gathered a lot of valuable experience in continued exploration and practice. Only when we put the construction of rural primary party organization in outstanding position in the Party building from beginning to end, constantly intensify ideology, organization, system and work style construction, and respect dominant roles of rural party members can we give full play to fighting bastion role of rural primary party organization and lead rural construction and development to continuously gain greater achievement.The Chinese dream is an important strategic conception put forward by the General Secretary Xi Jinping after the 18 th CPC National Congress. It also typically summarizes sublime dreams of great rejuvenation of Chinese nation. Chinese dream is not only the dream of our country and nation, it is also the dream of every Chinese people after all. Chinese dream and Chinese path must be beneficial to happy life of ordinary people in the end, which is specially stressed by Xi Jinping. He said that realizing dreams of great rejuvenation of Chinese nation is realizing rich and mighty of the whole country, revitalization of the nation and the happiness of Chinese people. At present, we have entered into decisive stage of building moderately prosperous society. Agriculture and rural areas becomes short slab of building moderately prosperous society. On building moderately prosperous society, its emphasis is in rural areas with farmers as its basis, and the key is to realize common prosperity.Under the new situation, strengthening the construction of rural primary party organization is inseparable with important strategic conception of Chinese dream. On one hand, Chinese dream indicates right direction for the construction of rural primary party organization. Chinese dream embodies unification of national interest and peoples' interest.To the masses in the vast rural areas, the important strategic conception of Chinese dream is the agriculture dream, village dream, and farmers' dream. Chinese dream makes the objective of building rural primary party organization clear. It is to lead broad masses to realizecommon prosperity and realize common dream. Chinese dream indicates job requirement of building rural primary party organization. That is to carry forward Chinese spirit, gather Chinese power and lead the masses to make dream come true through solid work in rural areas. On the other hand, strengthening the building of rural primary party organization is important focal point to realize Chinese dream and the only road to build moderately prosperous society, and it is inevitable requirement to construct new socialist countryside. It has significant meaning to insisting on the socialist road with Chinese characteristics, and it is the requirement of basic level to manage the Party in comprehensive and strict way.As core of leadingship of all organizations and their various tasks in rural area, primary party organization should play a vital role of guiding rural residents to realize their own Chinese dream.At present, there are some critical phenomena in the building of rural primary party organization, which goes against the realization of Chinese dream. Major performance of those phenomena are as following: first, ruling power of township party organization is not strong, mainly including that quality of members in township party organization is not high,ability of becoming rich and leading farmers to common rich is not enough, cohesive force and centripetal force is relatively weak, collective economics is weak, and ability to defuse contradiction is weak etc. Second, team construction of rural party members needs to be strengthened, mainly including that there is vulnerable link in party member development and management, aging of party members is serious, social mobility of excellent rural youth and young party member is common, and insufficient training strength restricts improvement of party member quality. Third, operating mechanism of rural primary party organization is not perfect, mainly including that it needs further coordination between relationship of party branch and village committee, democratic decision-making process is not scientific and democratic enough, there is vulnerable link in election of party branch, and supervision and restriction mechanism is not perfect etc. The existence of these problems reflects striving direction of building work of rural primary party organization in a certain degree. Therefore,we should take many measures at the same time. We have to enhance overall quality of rural party member on the basis of doing well in team construction of foregoer, and further improve every kind of running systems of rural party organization, and constantly strengthen the building of rural primary party organization. The first is to mainly enhance the governing capacity of rural party organization, mainly including the development and improvement of rural collective economy, implementation of the model of “competent people will manage village”, and strengthening of incentive security mechanism etc. The second is to reinforce team construction of rural party member, mainly including the strengthening andimprovement of rural party member development and management, enhancement of training strength to rural party members, and intensification of work style construction of rural primary party organization etc. The third is to further perfect operating mechanism of rural primary party organization, mainly including further straightening of cooperative relationship between township party organization and village committee, strengthening of organizational building of township party organization and standardization of decision-making procedures of village-level affairs.At present, there are some outstanding phenomena in the building of rural primary party organization, which goes against the realization of Chinese dream.
