With the emergency being more and more complex, more and more cases accumulate. The single emergency decision making plan which is usually got through case-based reasoning cannot meet the needs of decision making, which means a joint disposal plan generated by many appropriate cases matched in cross-administrative domain case store is needed. However, the existing emergency case description models and scheme generation methods for cases cannot adapt to the change. Based on situation response theory, this thesis makes the following contributions in terms of case representation model and scheme generation algorithm:First, this paper proposes situation-based emergency case ontology model(SECOM), extends the iEM ontology model and SAW core ontology model and shows the important concepts as well as the relationship between those concepts.Second, this paper proposes scheme generation methods for cases based on situation retrieval. Based on case ontology, the author proposes situation-based case reasoning emergency decision making model, establishes scheme generation methods for case combination and puts forward similarity algorithm of situation-based matched cases, including situation matching process and evolutionary situation reasoning process.Third, this paper achieve an application example of case based on situation response theory. Design the representing implementation framework and also realize the XML SCHEMA structure respectively. Combined with a fire incident, the author implements the XML representing of the above content and the description of plan generation process.In summary, the case ontology model representation and scheme generation method proposed in this thesis solve the problems that the case-based reasoning meets in the emergency event decision making, and can be used in emergency digital representing methods and scheme generation methods for emergencies, which is of strong practical value.
