| Emolument is the root of civil servants living.Good salary management can retain more talents,the temptation to competitive compensation can attract and motivate talented people.Civil servants as a public resource users are a group of sensitive group.They not only have the important task of governing the country and still have to work in the field of the government’s various departments at all levels and play its important functions,whether the civil servants work is good or bad will directly affect the development of social economy and stability of the country and the people’s life As important for governments is the emolument adjustment problems,human resources management is the key to civil service emolument adjustment problems,how to reasonable design civil servants’ emolument is one of the most important aspects of the compensation balance,by adjusting the compensation level and structure to achieve the balance is the main way.In spite of our country civil servants’ pay structure optimization,salary adjustment and incentives improvement of the system has been tried several times,but still has a lot of problems.Civil servants’ pay system set up just around the corner.From theoretical basis,this paper first summarized the situation of the reform,and then put forward the deficiency of civil service salary adjustment system,such as civil service salary levels without reference to market factors,loss of civil servants’ salary level dynamic adjustment mechanism,and lack the legalization of salary adjustment system,and so on.Developed countries such as Britain,the United States,their salary adjustment mechanism is almost perfect,has a complete legal system as the backing,draw lessons from their experience,taking measures to improve the system of compensation adjustment countermeasures,such as the construction of civil servants and dynamic level adjustment mechanism,increase the salary incentive form,and gradually improve the legalization process of the system of salary adjustment,etc. |
