With the increase of social resources because of the development of market economy and the strengthening of coupled with the increasing of social idea of global civil, the development of outside social organization plays a positive and constructive role in economic and social life. Governments faced multiple social structures including civil organization in a more open attitude, gradually release more public space, and allow civil organization including NGO to provide public services and formulate public policies.Taking Shenyang "little bird" as a case study from the perspective of the grassroots NGO, the thesis take unselfishness, welfare pluralism, and social exclusion theory as the tool of analysis and appeared interviews, field survey as research method. The thesis combs the social policies of right protection service of through the analysis of the internal and external relations of grassroots migrant worker NGO, explore the necessity and advantages of civil rights protection service of grassroots migrant worker NGO, its unique style and contribution, and the dilemma in the service process and gives the countermeasures and proposals. The thesis explores the viable path of the development and function of grassroots NGO, expands disadvantaged and maintenance workers and protects the space of legitimate rights and interests, the thesis refines the function and the mode of grassroots NGO in the right protection of migrant workers to guide other grass-roots organization to participate in more greater participation in the migrant workers rights protection service and make these organizations can play a more effective role in the migrant workers right protection service.
