Study On The Reform Of The Logistics Services Socialization In Public Institutions

With the development of reform and socialist market economy, reform of public institution becomes more and more important and urgent. Reform on logistics service in public institution is a gap to public institution reform. The present mode of logistical service in public institution, which is mainly public service, can’t adapt to the market and socialization of it is the tendency in reform. The symbol of socialization is that staff, funds and materials are stripped completely from public institution and enter the tertiary industry. Logistical service reform is one of the difficulties in reform. We should avoid one-size-fits-all reform mode and adopt gradual, transitional and edge-cutting reform mode. The reform costs should be shared by the whole society.The article, comprising theory, actual case analysis and the writer’s work experience. At first, the article told the background and importance of the project, present researches on logistical reform in such public institutions as domestic colleges, hospitals and academies et al. According to the contents above, a feasible study scheme was made. The problems in logistical service of public institution were listed, including bad service quality, excess staff, lack of funds, little usage of equipments, work to rule, et al. Only by reform can we solve these problems. The writer proposed socialization of logistical service, according to its non-public character, in which we would encounter such difficulties as system obstacle, mechanism obstacle, lack of resource and funds from superior departments, reform costs share, defect in concept of leader and staff, et al. For better understanding of logistical reform in public institution, The article analyzed the logistical reform in Chongqing Academy of Chinese Materia Medica in detail. As to staff, the sticking point in reform, the article suggested that we should recognize the realities and could solve the problem by such means as early retirement, re-engagement, et al. The article gave some advice on the policy of logistical service socialization in public institution, which offered reference to government for their public institution reform scheme, and to other public institutions for their logistical service reform.
