Green government is emerge as the times require in the international green wave environment.China has extensive economic growth mode,on the one hand,the rapid economic development,people living standard improving,on the other hand is the excessive consumption of resources,the environment is seriously polluted. Based on this situation, the central collective leadership put forward the "Scientific Outlook on Development" and "harmonious society" look far ahead from a high plane,size up the situation China characteristics of social theme. People oriented is the core Scientific Outlook on Development,harmony between man and nature is an important part of constructing harmonious society. The Chinese government is changing the official standard for the people standard, build green government,rich green government dimension, the practice of "sharing" concept, reshaping the credibility of the government.to obtain masses satisfaction,realize the dream,dream China.Looking over the domestic and foreign government, "green construction" has become a green global action,but also in the initial stage,face a lot of problem to be solved. Especially our country economic development level is low,the reality of the status of environmental governance and controlling ability, extreme lack of sufficient theoretical basis and practical experience.
