The first chapter summarizes the domestic and foreign relevant monographs. The second chapter introdues the definition, forms and purpose of government antitrust regulation.The third chapter focuses on China civil aviation industry, summarized the development process and the present status of antitrust regulation reform and the causes of monopoly. It then reveal the main problems at present, the underdeveloped antitrust law system, low efficiency of antitrust enforcement, regulatory difficulties caused by binding government and enterprise, entering barriers block new enterprises to enter the market, unfair competition in gaining core resources such as route approval.The fourth chapter discusses antitrust the regulation practice in civil aviation industry in United States, the European Union and Japan. By comparing them to China, result in the foreign achievements mainly relies on the full scaled laws,diversified market structure and the effective law enforcement. It could be crucial to learn from these proved experiences and apply them to of China's civil aviation industry.The fifth chapter try to propose some advices on how to promote the antitrust regulation reform in China's civil aviation industry, including improving aviation anti-monopoly laws, rebuild antitrust regulatory agencies, establish a new model of cooperation with the civil aviation authorities and antitrust agencies, release the core resources right of approval, and to encourage private capital to enter the civil aviation market.
