Environmental Management Of Local Government Under The Two Types Of Social Construction

With China's rapid economic development,environmental pollution problems become more and more serious,contradiction between economic development and environmental protection are becoming increasingly acute. This is a new demands and challenges for our government environmental management to building a resource-saving and environment-friendly society, requiring the government to establish a correct view of achievements of science and economic growth outlook; strengthening environmental legal construction;changes in government environmental management;clear government function. And local governments as a specific performer of environmental management,have not shirk responsibility to environmental issues. Because of the government "rational man" hypothesis misunderstanding, local government "dual leadership" dilemma and GDP of over-reliance on performance evaluation system, resulting management method is relatively old, management policies timeliness is not strong, lax and supervision are law enforcement and many other issues. To address these problems, this paper puts forward some suggestions aspects. The first is to innovate the management methods, the introduction of the concept of "participatory governance", advocating environmental non-governmental organizations, the public and businesses to participate in the work of environmental governance, proposed local government, non-governmental organizations, the public and businesses corporate governance collaborative multi-agent environment, through clear responsibilities and powers of local governments to clarify the environmental management fun ctions of government, the introduction of green GDP assessment indicators, ease Local Government contradiction between economic development and environmental protection. Then innovative environmental management policies, increase investment, expand the execution on the economic policy of environment, and more consideration of regional differences in policy-making, making the policies more targeted. Finally, to improve the lack of innovation by local government environmental management of law enforcement, the main measures are: the establishment of a vertical-based regulatory system; to promote emission reduction of major pollutants; increase investment in key areas of environmental governance, extended to the whole experience by region environmental governance areas; implementation of corporate environmental supervisor system.
