Since the reform and opening up, the office combination as the state structure system with Chinese characteristics and the product of political civilization construction, the party and government organs at all levels and all enterprises and institutions and people's organizations universally explore s ways to establish in the management of institutions. This paper summarizes offices in our separation of Party and government functions and transformation of government functions under the background of the reform of practice purpose and reason, function, size and other characteristics.etc, summing up its evolution process, namely a number of offices concentrated office organization form to a "a body two brands" of the party and government offices,then to the evolution of the morphology of the organization and operation of unified leadership, comprehensive set of body.Throughout this process, this paper examines the relations between the party and the government, party and social organizations, administrative organs, administrative organs and social organizations of the four offices phenomenon, and using the service-oriented government theory, organization theory and administrative efficiency theoretical pluralism and value perspective to analyze and weigh the pros and cons of the offices, concluded that it effectively promotes the government and the rational transformation of market relations, promote s the development of clean government, responsible government and government efficiency construction, but also concluded that the being is not conducive to the party organization to the chief, is not conducive to the government agencies under the linkage and power difficult to supervise and restrict the drawbacks.At present, our country is undergoing the super-ministries reform, the party and government agencies, which are set up for the function positioning, are constantly adjust and restructuring because of social development and institutional innovations.
