The United Nations Convention against Corruption Review Mechanism(UNCACRM)which was established in Novemeber 2009, and runned in June 2010 is a mechanism to supervise and assess the States Parties' implementation of the Convention, taking a series of mesurements to spur the States Parties to fufill their obligations and accomplish the goals of the Convention.A mechanism design theory, particularly information efficiency and incentive compatibility theory is broadly used in the design and acessment of various mechanisms, so it's a suitable tool of analyzing and evaluating the United Nations Convention against Corruption Review Mechanism.In this paper, there is an all-dimensional introduction of the definition,establishing process of UNCACRM and its basic mode. Then, the characteristics of the review mechanism is further clear by comparing with the United Nations Convention against Corruption supervising mechanism. Based on the mechanism design theory, we study the reasonableness of the reviewing mechanism in both Information efficiency and Incentive compatibility and discuss in detail the following issues about the design and running of the mechanism itself: asymmetric information prevents the reviewer from acquiring information resources fully and increases the cost of information acquisition; limiting the information acquisition by NGO; the principle of confidentiality is incentive- compatibile inadequately with the principle of transparency; the force of reviewing results with is incentive-compatible inadequately with the purpose of review mechanisms.We can make endeavors in the following respects to perfect and improve the UNCAC Review Mechanism: firstly,overcoming delays and improving reviewing efficiency; secondly, improving transparency and participation degree of NGOs; thirdly, enabling the reviewing results to be public; fourth, balancing the principle of confidentiality with transparency; fifth,setting necessary incentive mechanism and providing technical support; finally,reinforcing the legal binding force of reviewing results and so on. As the review mechanism is further implemented, the long-term accumulation and continuous improvement related practical experience have reasons to think: a portion of the above problems present in the review mechanism will be solved efficiently.
