| Ethnic problem is an important part of the general problem of social development,the solution directly effect the ruling party's status and the development of our nation and ethical. Regional national autonomy is a creative institution to solve the ethnic problem of our state,and it is the inevitable choice of the history. Under the unified leadership of the state, the ethnic minorities establish their own government, exercise autonomy right,and they are the masters in the minority area.In this paper,firstly, the development history of our regional national autonomy was described.Secondly,the empirical research of the development history and realistic condition of the regional national autonomy about Changyang Tujia Autonomous County was studied. Finally. By carrying out a thorough discussion on economy,culture,education,team construction of Changyang Tujia Autonomous County,experience and lessons has been obtained about how to improve the level of regional national autonomy,then the suggestions were given. In a word,some important measure to improve the system of regional national autonomy and the development of economic and social development are as follows: deeply carried out the education of Marx nationalism view,ethnic theory and Chinese Communist Party's ethnic policy.deepen to the understanding in regional national autonomy of different nationalities, speeding up the ethnic legal system construction and to increase the number of minority cadres.The development and improvement of regional national autonomy of Changyang Tujia Autonomous County indicate that it is an indispensable system to promote the development of ethnic minorities and ethnic minority areas.To uphold the party's leadership is the fundamental guarantee for the development and perfection of the system of regional ethnic autonomy.
