| With the development of industrialization, urbanization and the householdregister system, China has witnessed a boom in working force liquidity(increasing mobile population, or floating population) ever since the Reformationand Opening. In cities, a majority of mobile population stay in rental or leasingapartments. Meanwhile, the administration of rental housing and their residentscannot adapt to the needs of mobile population, resulting in new conflicts in thewhole society. As the pioneer of the Reforming and Opening, Shenzhen has madeextraordinary achievements in its metropolitan processes. On the other hand,however, it has become the city with the largest mobile population and mostleasing/rental apartments in China, causing a lot of social and administrativeproblems. Longgang District, Shenzhen, suffering from the problems ofcontinuous growth of management team, low salaries but overload work faced bycomprehensive administrators due to the history of management team structure,changes of administrative system, increasing administrative coverage as well aslimits in public financial supports, highlights Shenzhen rental housing andmobile population administrative situations.This thesis analyzes relevant problems in both theoretical and practicalperspectives. Based on human resources and statistics, this thesis will analyzeLonggang rental housing situation, identify the existing problems in ShenzhenLonggang rental housing management teams and come up with feasible solutions.Meanwhile, focusing on management strategies and ensuring measures ofShenzhen Longgang rental housing management teams, this thesis will describepresent situation through data analysis and researches, analyze managementteams and point out that we need recruiting management, training management,assessing management, catalog investigating normal management strategies andcultivating senses of strategy managements, building up working technologynetworks, organizing psychological caring activities and special funding toensure the implements of strategies. This study will give certain solutions in thehope of stabilizing the management team of mobile population as well as improving the effectiveness of mobile population administration. |
