Research On The Role Of Government In Protection Of Intangible Cultural Heritage

The protection of intangible cultural heritage has been a hot topic in academic circles for nearly a decade.Strengthening the protection of intangible cultural heritage has become the topic of the prosperity and development of socialist culture,enhancing cultural self-confidence.In this regard,Communist Party of China and the government of China attach great importance to it,and the 19 th National Congress of Communist Party of China explicitly put forward the idea of Promoting the development of cultural programs and industries and strengthening the protection of cultural heritage.Strengthening the protection of the intangible cultural heritage is an important way to flourish and develop socialist culture,which shows the cultural confidence,relating to the great rejuvenation of the China.As the main body of responsibility for the protection of intangible cultural heritage,the level local government which connects intangible cultural heritage projects with the heritage of people plays an important role in the protection of intangible cultural heritage.This paper took the "aqueduct festival" and "Qingcheng Dongjing ancient music" in Dujiangyan as examples,and analyzed the successful experiences of local government roles of the protection of intangible culture in Yuexiu District and in city of Fuyang,then discussed the problems of local governments in the protection of intangible cultural heritage and their root causes,Using interview,investigation,documentation,and put forward some suggestions and countermeasures.This paper is divided into five chapters.The first chapter elaborated the background,significance,domestic and foreign research review,research methods,framework and the innovation.The second chapter defined the concept and object of intangible cultural heritage protection,analyzed the theory of political role and its failure,the theory of governance,the theory of public goods.The third chapter introduced the situation of the protection of intangible cultural heritage in Dujiangyan in a general way.Taking the "aqueduct festival" and "Qingcheng Dongjing ancient music" as examples,it discussed the role of the government of Dujiangyan in the protection of intangible cultural heritage,which showed the phenomenon of improper manipulation,pursuit of economic interests and indifferent onlookers,and the analyzed the root of it,which lied in the lack of recognition of roles,the confusion in the division of powers,the lack of scientific supervision and evaluation mechanism,and the lack of professional talents.The fourth chapter introduced and analyzed the successful cases of the government of Yuexiu district of Guangzhou and Fuyang in Hangzhou in protecting and utilizing the non-material cultural heritage,and its success lied in its good roles in behind-the-scenes platform building,meeting to demand and guiding social forces.The fifth chapter gave some suggestions on the role of Dujiangyan government in the protection of intangible cultural heritage in the role of leading,service provider,resource raiser,coordinator,correspondingly provided some countermeasures on improving and enhancing the role of Dujiangyan government in the protection of intangible cultural heritage.
