With the Qingdao West Coast New Area(hereinafter referred to as New Area)being approved as the ninth state-level new district in 2014,the role it plays is becoming more and more important in the “One Belt and Road” strategy and the New Area will enter a fast lane of development.Under this circumstance,it obviously becomes more significant to enhance the foreign publicity of the cultural capital of New Area.The author has chosen the Development Planning of West Coast New Area(hereinafter referred to as the Development Planning)as translating material and takes functional equivalence theory of Eugene A.Nida as guidance,with the aim of realizing as much equivalence between the two languages as possible.The Development Planning,which was published by the Huangdao District government,belongs to a type of political texts and it plays a crucial role in guiding the political,economic,social,cultural,and ecological progress of New Area.Translation of this material will be conducive to New Area's embracing the world,enhance the understanding of those potential investors about New Area,and facilitate the communication between New Area and other areas of the world,thus conducing to the future development of New Area.The functional equivalence theory has occupied an important position in the field of translation.It can be said without exaggeration that this theory has provided significant guiding for almost all those people who are engaged in translation.As far as the author is concerned,guiding the translation of the Development Planning with the functional equivalence theory will be of help for the author to break the restriction of original language so as to achieve a more accurate translation.
