The United States established welfare cash assistance program for poor families with dependent children in 1930 s,passed Medicaid public health plan in 1965,through the two plans which gradually solved the public health insurance for poor children in a certain range.The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 which separated Medicaid from cash assistance program laid the foundation for the establishment of the State Children's Health Insurance Program(SCHIP)for low-income children.In 1990 s,although the U.S.economy was out of stagflation and heading for prosperity,a large number of children from low-income families did not have health insurance,which had a negative impact on children's physical and mental health,family well-being and social stability.In the wake of the failure of the Clinton administration to promote a comprehensive health care reform,the two parties reached a consensus on solving the problem of children's public health insurance,Congress passed the State Children's Health Insurance Program in 1997.SCHIP is a federal and state sponsored national program,in accordance with federal legislation,which states flexibly developed their programs,in order to obtain federal funding.SCHIP has redefined the child's family income standards,reducing the application process,so that the majority of children of low-income families can be covered by public health insurance programs.The program is more flexible than the Medicaid,with more federal funding.Although the new public health plan belongs to the "non entitlement " public health insurance program,subjecting to some restrictions,children of low-income family insured rate increased significantly after the implementation.Although the implementation of the different programs which state and the results were not balanced,regardless of covering the crowd or improving coverage rate,SCHIP are a major breakthrough in the health insurance reform history of America.
