Estimation Of China’s Copyright Capital Stock And Its Impact On The Economy

Twenty-first Century is the era of knowledge economy,intellectual property rights under the conditions of intellectual property contribution to economic growth is becoming more and more prominent,which has attracted much attention of intellectual property rights.As the core of intellectual property rights,has been highly concerned about the nature,from the angle ofeconomic growth of copyright is a new perspective of scholars in the world,the World Intellectual Property Organization(WIPO)under the guidance of the scientific statistical methods to quantitatively study the economic contribution of copyright industry.The research shows that the development of copyright industry has unlimited potential to change the mode of economic growth,increase national income,increase employment and so on.Knowledge economy in China started relatively late,the copyright protection is relatively backward,but with the economic development,social progress,the importance of our country gradually face knowledge and copyright,to the development of knowledge economy,the protection of copyright and copyright system constantly explore,based on the WIPO guidelines,indicates that the contribution of the national copyright.The annual accounting copyright industry in the economy,increase our copyright industry value accounts for the ratio of GDP has more than 6%,enough to show that the copyright industry in China has been rapid development,but also has an important impact on China’s economy.Although all the countries in the world have done a lot of research on copyright issues,most of them are based on WIPO’s Guide to the copyright value added accounting.The data is mainly based on the survey data,and some problems are inevitable in the accounting.Some foreign scholars have begun to use statistical methods to estimate the copyright capital,but study on the copyright issues of Chinese researchers remain at the theoretical level,few people do quantitative research,this paper aims to try a scientific method to estimate the copyright capital stock,and measure its impact on the economy.In this paper,we use the method of intangible capital estimation to estimate the copyright capital stock.First of all,According to WIPO’s Guide to Economic Contribution to Copyright Industry(The following is the "Guide")and OECD’s Manual on Capital Measurement for Intellectual Property Products(The following is the "calculation manual")and the combination of China’s "Copyright Law" to define the scope of copyright.Secondly,the copyright industry according to the industry division,the industry’s copyright capital investment or output data(data used in 2000-215),according to the investment price index to get the same value,and then according to the net investment growth rate method of industry copyright base Capital stock.In the use of perpetual inventory method to obtain the annual copyright capital stock.Finally,according to the economic growth model,the influence of the copyright capital stock on the economy is calculated.The results show that the growth rate of China’s copyright capital stock in 2000-2015 is very fast,almost 5 times,and the average growth rate in recent years is stable at about 11%.However,there are great differences within the development of copyright industry,from the industry point of view,the news publishing industry in the capital stock,in 2007 by the software industry beyond the second position in the film industry,arts and culture industry although the total amount of capital is small,but it has great potential for development.From an economic point of view,each additional 1 units of copyright capital will increase the output of 0.171 units,the contribution to the economy has exceeded the contribution of physical capital.Finally,some suggestions are put forward for the survival and development of copyright industry.
