Mauritius is an island country of Africa that has a long tradition of Chinese teaching.In 1912,the first private Chinese school was founded in Mauritius towards the children of local Chinese Community.In the 1970 s,Chinese as an optional course was introduced in local elementary schools.In 1988,the first overseas Chinese cultural center was established in Mauritius that committed to the exchange of language and culture between two countries.Chinese education in primary school plays a major role in Mauritius Chinese education system as the first phase of large scale Chinese teaching in Mauritius.However,for a long time,Mauritius primary school Chinese teaching lacks the guidance of scientific syllabus,so that the quality of teaching and the impartiality of teaching evaluation can't be guaranteed.In 2015,the Ministry of Education of Mauritius promulgated the "Modern Chinese Syllabus"(hereinafter referred to as the "New Syllabus").However,the traditional educational philosophy of Mauritius is difficult to change at once,Chinese teachers generally reflect some difficulties in implementing the "New Syllabus" in teaching.This paper is based on a review of relevant literature on Second Language Syllabus with the "New Syllabus" and local Chinese teachers as the research object,through investigating the connection between the implementation of the "New Syllabus" and teachers' percipience of their ability,motivation and external environment to expose the problems in the implementation of the syllabus.This study aims at revealing the present situation of the implementation of the new syllabus objectively and providing some references for improving the implementation of the syllabus.The new syllabus is based on the latest linguistic theory and linguistic learning theory.The modern information technology is also integrated into Chinese teaching.The three changes in the development of Chinese teaching in Mauritius have come into being.Based on the syllabus analysis,this study mainly selected 30 Chinese teachers in 20 primary schools in Mauritius as the object and used the interview and questionnaire as survey methods to carry out statistical analysis of the implementation of the "New Syllabus" to discover the existing problems and the reasons.The study found that three types of teachers generally agreed in the implementation of the syllabus and the motivation is also very strong.Among them,the supply teachers were lack of the professional knowledge and teaching ability.Moreover,they didn't have enough professional development opportunities resulting in their lack of confidence in the practice of the syllabus.While the existing school environment is not conducive to teachers in teaching.School has placed insufficient emphasis on the Chinese teaching reform and the Chinese teaching resources have not been well used and developed.In response to this situation,the study proposes three recommendations to help teachers implement the syllabus in their teaching.In the context of the promotion of Chinese language,this study focuses on overseas Chinese teaching and studies,and the implementation of the Chinese teaching syllabus in primary schools in Mauritius.It has certain significance to understand the present situation of Chinese teaching in primary schools in Mauritius and to explore the design and the implementation of localized Chinese syllabuses in non-Chinese environment.
