| With the introduction of the service-oriented government,providing public cultural services has become the government’s inevitable function.This paper focuses on the construction of Harbin’s public cultural services.It discusses the problems with several methods,such as literature review,comparative analysis and case study,hoping to provide some helpful improvements.Based on related concepts and theories,the paper analyses the connotation of the public cultural service system and the evolution of the theories,serving as the reliable information for the construction of this government function.Starting from the status quo of Harbin’s public cultural services,the author reviews the progresses and concludes the problems.Considering the city’s specific situation,the author also summarizes the government’s role and its functions,and further expounds the existing issues or deviations in the public cultural services historically and socially.In the end,the paper offers the innovative countermeasures for building the system of Harbin’s public cultural services. |
