The Cooperation And Conflicts Of Water Resource On Red River Valley Between China And Vietnam After The Cold War

China borders Vietnam in the south with a long boundary line and maintains traditional friendly relationship with Vietnam,and their land border long 1450 kilometers.There are 384 kilometers river boundaries in land boundary.The two great river of Vietnam both originated in China.After the World War II,China and Vietnam both became socialist country and belong to the same camp.Their relation can describe as brothers.After Le Duan took power in Vietnam,he provoked a border war with China.And it undermines the friendship between China and Vietnam.However,throughout the cold war,experience and achievements which China and Vietnam's water resource cooperation in Red River Valley are significant,and the cooperation is greater than conflicts this time.The cooperation promotes economic development.After the cold war,The relation is better between China and Vietnam.,and their cooperation in the Red River Valley presents a new interactive mode.Of course,this cooperation is in a negative state under the influence of South-China sea dispute and Vietnamese resource nationalism.And water security problem including climate and water quantity change contribute to the volatility of the region.How to use the Red River to benefit two country,reduce the negative effect,and build China-Vietnam Community of Common Destiny as far as possible? This thesis suggests that the cooperation and human relations in Red River Valley go beyond the other region which in the Sino-Vietnam border areas.To build Red River Valley Community of Common Destiny and make this region stable,China and Vietnam need breakthrough the historic conflict and south-China sea dispute,and enhance cooperation.Before discussing the cooperation and conflicts on Red River water resource between China and Vietnam after the cold war,this article will introduce some related theories in terms of geopolitics,geoeconomics and region security.And then,the Red River water resource issues between these two countries during and after the cold war will be presented respectively.After that,this article will explain the reason why the cooperation and discrepancy changed,by comparing their states during and after thecold war under the supports of the theories aforementioned.At the last part,the article advise how to build the Red River Valley Community of Common Destiny,and look forward to its future.
