Visual effects determine the level of development of the film industry."2013 Feature Film Production Report" shows that 44 of the top 50 movies at the worldwide box office were visual effects-driven films and almost half of the total jobs of 25 movies with budgets over $100 million were visual effects artists.Visual effects has become an important reference factors for buying tickets. But Chinese visual effects industry started late, leading to lacking of technology and experience and can't compete with the Hollywood. In view of the facts, this paper collect domestic and foreign visual effects industry research literature and consider the actual situation, use the scenario analysis and other methods to analysis the development mechanism of the visual effects industry.First of all,the patent-bibliometric analyses show that the amount of patents of the global visual effects industry dramatic increase since 2000.America and Japan firmly control the major patents and American dominance is more obvious. The innovation in America are not only initiated from enterprise, but also from Enterprise-University-Research Institute Cooperation.Visual effects companies, smart phones manufacturers and other new businesses becoming the industry's leading companies.American visual effects industry improve their level of information, and Chinese industry's patents gather in the mobile Internet and smartphones related fields. The independent R&D capabilities of Chinese enterprises is relatively weak, and compare to the America,Japan pay more attention in China.Chinese patent categories is more concentrated, but with the expansion of market, new technology enterprises continue challenge the leading enterprises and reduce the concentration. In recent years, visual effects industry transferred the hot patent topics from the radio signals transmission and program selection to the three-dimensional imaging, information retrieval and services, new media content and processing big data, etc.Secondly, the spatial pattern analysis show that the degree of spatial agglomeration of the Chinese and American visual effects industry has been improved and compare to China, the United States have a higher degree. There is a strong correlation between per capita economic indicators and the number of the visual effects institutions in China. And opposite of this, there is a strong correlation between overall economic indicators and the number of the visual effects institutions in United States. This paper argues that this may be related to the industrial character, the market development level and the way governments support the visual effects industry.Thirdly, this paper analyzes the key issues on the visual effects industry.such as how to build generic technology platform.Furthermore, the scenario analysis obtain some scenarios of the future of the visual effects industry. And this paper analyze the meaning of the decisions. At last, this paper argues that the visual effects market is a very near example of perfect competition market and presents some policy recommendations.
