The system of stamp duties in the Early Modern England,which is the summation of taxation measures of stamp duties enacted by British Parliament in the form of law from 1694 to 1711.It was an important part of the national financial system.The elements of tax system including the object of Taxation?taxpayers?tax rates?impact points of taxation?tax payment period?illegal punishment clause.The tax law is the core content of tax system,Stamp Act by Parliament enacted is the epitome of British stamp tax system in this period.Stamp Act 1711 which is relatively mature and its time of implementation is longer than others,so it is the most representative act of this period.The main research contents are as follows:the generating background of stamp duties system,the various elements of tax system itself and its influence on English newspapers and periodicals.Besides the theory and conclusion,the text includes three chapters.In the first chapter,the author studies the British financial revenue and expenditure after the Glorious Revolution,and the revolution of political and ideological,then the author described the prosperity and development of English newspapers and periodicals after the abolition of Royal Chartered publishing system.These are the historical background of the system of stamp duties generating in the Early Modern England.In the second chapter,the author studies the specific content of Stamp Acts over the years from 1694 to 1711,its historical development context is clear.On the basis of before,the author focuses on the case study of Stamp Act 1711 and analyzes its various tax elements,the study shows the main content of the system of stamp duties of this period.Author concluded that the legislation and judicature about Stamp Acts all strictly follow the taxation legal principles.In the third chapter,the author study mainly from the angle of communication and focus on disseminator?media and audience according to the elements of Lasswell's 5W communication model,the purpose of the study is to explore the interaction between the three.As the communicator,there is a contradiction between the media and political parties,it relates to the freedom of the press and the political interests.As a medium of communication,the journalism is affected by Stamp Act 1711 in the short term,its living environment tends to deteriorate.Three classes of British people as the audience,whose degree of differentiation further increase due to differences in economic and cultural levels.The system of stamp duties in the Early Modern England,whose completeness degree of evolution and efficiency of execution are all second to none in the world at that time.-In addition to the Constitutional monarchy established by the Glorious Revolution,on a deeper level,it is closely related to the old tradition which is called"king is under the law".The tax legal principle has been effectively implemented.The transition of the stamp duties system in the Early Modern England has important effects on the formation and development of the system of stamp duties of various countries,it is worthy of attention.
