Research On County Governors Of Yimeng Anti-Japanese Bases

In Anti-Japanese War,the county governors of the CPC were important group of local cadres in base areas.As county administrators,they were executives of superior policies and instructions,organizers of mobilizing and summoning the people,armed conductors of protecting and guarding counties' security.In the changing circumstance,the county governors of the CPC played the two roles in the revolution and construction,they also represented the CPC's organizational image in the grass-roots society,and affected the people's value judgment in base areas.By selecting the Yimeng Anti-Japanese Bases as geographical region and choosing county governors as study object,this paper put into deep research which based on lots of writings,papers,news,archives and local history records.Besides the chapter of “Preface” and “Conclusion”,the body of this paper consisted of four chapters,from chapter 2 to 5.These chapters respectively analyzed county government's setting of Yimeng Anti-Japanese Bases,county governors' production and general introduction,county governors' specific work and summary historical reviews and contemporary considerations.Chapter 2 introduced regime development process of Yimeng Anti-Japanese Bases,and discussed the establishment of the county Anti-Japanese democratic regime.The county regime mainly included county council and county government.As the organ of power and supervision,the county council power was provided with the elections of government officials,the decision of the government's policy and the supervision of government work.To maintain the stability of county production,regime construction and social governance,the county government was entitled as a center of administrative command,which consisting of arms,finance and grain,justice and other administrative departments.In order to know county governors' general condition,chapter 3 summarized their structure components and production modes.The structure component included their identity background and society structure,most of them were from the peasant class and had received the new formal education.What's more,county governors took up their office in two ways,including superior appointment and democracy election.Chapter 4 specifically discoursed county governors' work in three aspects,which were administration work,construction work and management work.The administration work consisted of publishing policy guidelines,reporting government affairs and improving work systems.The construction work contained rural regime development,economic construction,education and publicity.The management work mainly included the united front,judicial judgement,eliminating traitors and bandits,fighting mobilization.According to county governors' work,not only could we see the complicated environment where county governors lived and numerous work they had,but also clearly viewed county governors' work images by approaching and serving the people and their work styles of diligent performance and good accomplishment.Chapter 5 summarized county governors' historical status and limitations from historical review.In terms of historical status,the county governors were commanders and combatants in county area,they promoted the changes of power subject in the grass-roots society,they were the significant cadre strength to realize revolutionary victory of the CPC.However,while executing their works,the county governors also had some drawbacks,which mainly reflected their vague understandings for the CPC's policies.Therefore some policies could not put into effect in practice.Such the subjectivism and the "leftist" tendencies still existed among county governors.In the end,combining present reality and grasping the pulse of the times,this paper summed up the practical enlightenment and experience.Generally speaking,the county governors of Yimeng Anti-Japanese Bases,were both the important cadre strength in Shandong Anti-Japanese Cause and the pushers of Shandong Anti-Japanese victory.They made a remarkable historical contribution on regime development,economic construction,society management and grass-roots rebuilding.Certainly,some problems,which happening to county governors,such as the party quality and working pattern,remained as the CPC's puzzle in the process of cadres construction.Furthermore,while the county governors performed the county management,we can also see such a historical proposition: When the CPC revolution swept through the grass-roots society,it would inevitably conflict with the complex social state of the grass-roots.Basedon this situation,even if the county governors worked into practice and managed greatly,the complicated situation could generate pulling force even hindered the revolution.
