In the process of the transition from the dictatorship of the Meiji-fan to the Taisho democracy,Pre-war Japan’s political parties developed rapidly,the bureaucracy and the military’s position declined relatively.However,after the 1930 s,with the international and domestic situation changes,Japan’s domestic political forces once again changed.After the "May 15th" event,the Japanese political party declared the end and established the Saito real and Okada Kaiki two-time "Middle cabinet".In the "Middle cabinet",the rebellious forces in the Japanese bureaucracy,known as "reform bureaucracy," continued to develop and played an important role in pre-war Japanese society.Innovative bureaucrats are influenced by new social ideas and are very different from traditional bureaucrats in terms of political and economic ideas.They argue that they can break the existing system and implement political reforms in situations where the political parties can not cope with the "very current situation".After the outbreak of a comprehensive war,began to dominate the construction of the dominant economic system.For the Japanese society at that time,the reform bureaucrats had their own design ideas and political ideas.Under the guidance of this innovative thought,the reform bureaucracy carried out a series of political activities in an attempt to establish a new national organization.But in the wave of the national fascism,the reform of the bureaucracy did not achieve all of its innovative ideas,and became the army to carry out the war of aggression ultimately.This article focuses on the activities of the reform bureaucracy,focusing on the background and causes of the emergence of the reform bureaucracy,its innovative ideas and the impact on pre-war Japanese society.The introduction part summarizes the existing researchers results and existing problems,explain the purpose of writing this article.In addition,the article consists of four chapters:The first part discusses the formation and development of innovative bureaucracy,introduces the background of reform bureaucracy and the type of bureaucrat.The second part focuses on the political activities of the new bureaucrats and analyzes the political ideas embodied in the activities of the new bureaucrats.The third part is based on the political activities of the reform of the bureaucracy in the narrow sense as the main content,introduced in the fascist movement of the reform of bureaucratic thinking and the establishment of a new economic system.The fourth part focuses on the evaluation of the new bureaucracy and the reform of the bureaucratic political ideology.Finally,for the conclusion part,summarize the whole text,and briefly explain the impact of reform bureaucracy on Japan after the war.
