The Research Of Administering Policy About Tuyuhun Country

Tuyuhun was originally a name for the eldest son of Chief,She Gui,of MurongXianbei Tribe in Liaodong.Due to the horse fighting which damaged the relationship between him and his little brother--Muronghui--the successor to the throne,Tuyuhun moved westward with his tribe and finally reached Qinghai and Gansu province.After several merger wars and national integration,he gradually got a firm foothold in Qinghai and Gansu province and his MurongXianbei tribe evolved into a multi-ethnic tribe including Xiongnu,Han,Di,Qiang and the others of Xianbei.When Yeyan established the regime,he used "Tuyuhun" as the name of this dynasty and the tribe.After the developments in two centuries,the territory of Tuyuhun reached its maximum under the reign of Fulianchou.With the perfected political system and the prosperous economy and culture,Tuyuhun came to its golden age.However,the dying days of Kualv's reign was also the beginning of Tuyuhun from wax to wane.Faced with domestic strife and foreign aggression,Tuyuhun finally was destroyed by Tubo in the year of 663 B.C.Tuyuhun was founded by nomadic people who are not powerful at all,but how this regime was founded,governed,flourished as well as destroyed is closely related with its statecraft's formulation,adjustment and implementation.Therefore,it is necessary to take a further exploration to its statecraft.Statecraft is the strategic guiding principles and specific policies and strategies for running a country.The foundation of a country or a regime is always accompanied with a statecraft which is directly related to the rise and fall of this country or regime.But whether this statecraft is suitable or not should not be generalized in that the statecraft is being adjusted with the social situation changing.According to Tuyuhun's foundation,development,prosperity and decline,and based on this four phases,this thesis is divided into four chapters.To highlight the characteristic of this statecraft in different phases,this thesis will also take a discussion about the cause of formation,content,adjustment and effect of its statecraft from the aspects of politics,economy,culture and diplomacy.On the base of the research of Tuyuhun's statecraft,we will get a better knowledge of this statecraft's characteristic and find out how Tuyuhun develops from a small country in western frontier into a Tuyuhun country which stretches three thousand kilometers from east to west and how it is destroyed under the pressure of domestic strife and foreign aggression,and then get a better recognition of Tuyuhun regime's ups and downs.
