This paper discusses the political situation of Guangzhong and Longyou during the Western Jin Dynasty and the Eastern Jin Dynasty from the districts of Guanzhong and Longyou prefectures as the starting point.The change of the districts of Guanzhong and Longyou prefectures reflects the phenomenon of Qiang Hu ized.That is the background of the event that Emperor Min of Jin founded its capital in Guanzhong in the last phrase of western Jin Dynasty.People who advocated Emperor Min of Jin to founded its capital in Guanzhong were well-known clans from the West of Han Gu Guan.They also had common features including living with Qiang Hu for a long time、big families that is Qiang Hu ized in the local places、having a good reputation among Qiang、the ability of calling Qiang Hu together,so they had a big potential.Under this circumstance,Emperor Min of Jin took an action to comfort Qiang in Guanzhong.The march route of Liu Yao who conquered Western Jin in the last period of his dynasty reflected the fact that there were some resident Jun Xian at that time.The examples of comforting Qiang were to displace Ling Wu and Shang Jun in Guanzhong.in the last period of Jin dynasty.Displaced Ling Wu was Ling Wu in Xianyang Jun in Northern Wei,which was located in the east of Xianyang Xian.Shang Jun was in the Ping Yi Jun.
