And these three hierarchy, in the perfect degree, are still accorded with the regional development law of diminishing.The development of high film and TV education in China is mainly influenced by primary, reproducibility, manageability, liquidity four elements, which have several different aspects effect on the development of the region of film and TV education, form uniqueness, development, to directivity, brand; At same time, as a part of the regional society, the 4 elements are connected to each other, and synergy of the community. We advocate quality priority of connotative development pattern; and a dynamic development as the goal of open mode; and also both in the macroscopic plan and micro market coordinated pattern.Shaanxi has profound history, wide range of colleges, as well as the existing scale and regional radiation ability, which make it undoubtedly became the center of northwest high film and TV education. Taking northwestern university's film and TV education as a case for the analysis is reasonable. First, film and TV education mode of northwestern university with regional representative, which in discipline construction, teaching practice, team construction and talents training are all reflected the strong regional characteristic; Second, the transformation approach of northwestern university in the development of film and TV education is typical. Taking both development experiences and lessons in Shaanxi education can provide high film and TV education in the western region development with some feasible suggestions.
