The social environment of the late Qing Dynasty and Mongolian traditional ethical cultural background are the objective basis for the formation of Tuo ethics.In the age of To Wang,Qing Dynasty began to decline,and Mongolia located in northern desert were in the same situation,with increasing social contradictions,bad economic position as well as the beginning of political turbulence. Tuo Wang keenly aware of this big situation.To improve the social status of his governed area and people’s living standards,he wrote a book called "He Bei Wang Living Allocution" in 1853,in order to elaborated his improvement measures and ideas.From the perspective of ethical thought history,the paper discussed his ethical thinking comprehensively and systematically,based on the book "He Bei Wang Living Allocution" rich in ethical thinking.There are six parts discussed in turn,in order to comprehensively expound the thought of moral ethics.In introduction,the paper mainly introduces the basis for the topic selection,the research status of the To Wang thought at home and abroad,and the academic value and practical significance of those study.The first chapter mainly elaborates several prerequisite questions,such as the social and historical background,the process of formation,the theoretical basis and the ways and means of expressing the thought.In the second chapter,the author expounds the family ethics of To Wang and classifies it into following parts: ethical view of respecting the elders,respecting the brothers,family ethics,and regulating the relationship between the neighbors.The third chapter mainly elaborates the thought of economic ethics,including persuasion of labor,diligent and thrifty,care of livestock and significance of unassertive agriculture and business management.The fourth chapter mainly elaborates the thought of political ethics,including the combination of politics and education,morality and legal institution and loyal to the court.The conclusion part confirms the achievements that have been made in this study.At the same time,it points out the unresolved issues and made a demure summary.Our conclusion is that To Wang is an ethical thinker with the social reformism,who was grown in special age.His thought of social governance not only has the value of further research,but also has practical reference significance.
