In recent years, the frequent earthquake disaster put forward higher requirements for the government's emergency discourse ability. In view of the “rhetoric view”, based on rhetoric, pragmatics, communication and other relevant theories, combined the research method of quantitative analysis and qualitative analysis, this study select 4 great earthquakes nearly 8 years for the sources of corpus, and select 72 hours as the research period which is the most urgent and the most closely concerned, then expand analysis on leaders' discourse, Government press conference discourse and report of the People's Daily, and then build the official discourse system on three pillars of inform, relief boot, emotional care.This study firstly analyze the era background through three contextual factors, including the nature and stage characteristics of seismic events, the history and reality of the social environment, the rhetoric expression motive and accept subject demands. And then conclude the characteristic and the function of 72 hours after earthquake. Secondly, this study analysis the differences of discourse structure between the four language features that is vocabulary, syntax, rhetoric and speech. And then extracted discourse rhetorical strategies of information inform, relief boot, emotional care. Finally, this study points out that the problems and puts forward some feasible Suggestions, so as to provide significant references when government response to sudden natural disasters as earthquake emergency.
