The Research On Officials Are Honest And Clean From The Moral Minimalism

Cadre honesty and incorruptibility is the most basic level of construction of a clean government. Only under the premise of cadre honesty and incorruptibility can the government ensure clean politics. Since cadres are the body and nucleus of government administration, they with their behavior directly influence how the government looks like and whether it can be approved by the masses. It is therefore necessary for cadres to be honest and incorruptible to build a clean government. And honesty and incorruptibility become prominent as a kind of very basic and impassable bottom line for cadres.This paper aims to analyze the most fundamental regulatory role of cadre honesty and incorruptibility in the government and administrative staff and emphasize the importance of honesty and incorruptibility as the moral bottom line of cadres through the paradigm of ethical bottom line, with a view to strengthening government cadres’ understanding of honesty and incorruptibility, reminding them to fulfill it as the most fundamental obligation and finally apply this ethical bottom line to practice, guiding and regulating their administrative behavior, and helping them to stick to their political ideas from the inside and take honesty and incorruptibility as their spiritual pursuit.This paper mainly includes five parts as follows:Part 1: Introduction. This part explains the reason, purpose and significance of the topic, reviews the status of domestic and foreign research on cadre honesty and incorruptibility and ethical bottom line, and summarizes the idea, framework and innovation of the paper.Part 2: Analysis of related concepts. This part first analyzes the connotations and characteristics of core concepts including ethical bottom line, moral bottom line, cadre honesty and incorruptibility, etc., then teases the relationships between cadre honesty and incorruptibility and cadre ethics and between cadre ethics and cadre political ethics, and finally summarizes the category and level of related concepts.Part 3: Analysis of honesty and incorruptibility becoming the moral bottom line for cadres. The paper defines honesty and incorruptibility as the moral requirement for cadres after studying the relationship between cadre political ethics and cadre honesty and incorruptibility. According to the principles of ethical bottom line, this part also demonstrates the feasibility and stresses the importance of honesty and incorruptibility becoming the moral bottom line for cadres through underlining the harm caused by cadre corruption.Part 4: Investigation of the historical role of honesty and incorruptibility and the related domestic and foreign concepts. This part investigates the role that honesty and incorruptibility play in institutional design and official examination from the historical perspective as well as in domestic and foreign institutional design through analysis of domestic and foreign institutional structures, ideas and contents.Part 5: Establishment of the moral bottom line of honesty and incorruptibility in cadres. Based on the results of previous parts, the last part establishes a moral structure with honesty and incorruptibility as the core, seizes the two points morality and ethics and legal institutions, and designs the approaches to establishing honesty and incorruptibility as the moral bottom line for cadres from four aspects.
