This is a report on the project of translating “Control of Teacher Certification in the United States” by Kerri Tobin. The original text “Control of Teacher Certification in the United States” is an academic paper in the Peabody Journal of Education(PJE) by Routledgein November, 2012. Through studying the history of teacher certification, and comparing kinds of teacher certifications, the text presents a complicated relation among American government, the public community and control of teacher certification.Text type is the primary factor influencing the choice of approaches to translation. “Control of Teacher Certification in United States” is an academic paper delivering information and knowledge, and it belongs to information text which is to present the facts and of strong logic. Thus accurate diction and efficiency of communication are the key to translating an information text. According to Skopos Theory, information text is to transmit information and knowledge. Under the guidance of Skopos Rule, Coherence Rule and Loyalty Rule of Skopos Theory, this project, therefore, tries to strengthen readers' understanding of a field whose terminology and abbreviation must be accurately translated. Approaches such as annotation, amplification and omission, and negation were applied.This report consists of four parts: Chapter One is the introduction to the translation project, including project background, objectives, significance and structure. Chapter Two presents the research background, including theoretical foundation for the translation, background and a general analysis of the original text. Chapter Three, the most important part, is about translation difficulties and methodologies, consisting of translation difficulties, translation preparations, translation methodologies, and the examples that are used to explain the translation methods used in the process of translation. Chapter Four concludes the report with the lessons, implications and unsolved problems.
