Research On Multiple-block Outpatient Appointment Policy Applying In Chinese Public Hospitals

The Medical and Health Care Services is closely related to the people's life and is highly connected with the stability the country's economic development.At the present stage,our country is speeding up the reform of medical and health undertakings and improving the health management level of national health care.Among them,strengthening the management of medical resources and improving the experience of nationwide medical service is an important content of health care reform.Hospital Outpatient service is an important way to provide basic medical services in public hospitals in our country,but in the current hospital outpatient process,normally a large number of patients queue up together causing unnecessary waiting which seriously affects patients ' medical experience.This paper focuses on the scheduling of outpatient appointments,which aims to reduce the invalid detention time of outpatient system by optimizing the scheduling strategy.This paper reviews the development of the outpatient appointment strategy and the current research situation at home and abroad,and also'reviews the Multiple-block outpatient appointment theories.By investigating the status quote of outpatient appointments in public hospitals in China,this paper analyzes the applicability of the Multiple-block reservation strategy.The static multiple-block reservation model and dynamic Multiple-block booking model are presented respectively in the paper.In the static situation,considering the information of the medical resources of the department,the number of patients and the rate of no-shows can be predicted,all patients are regarded as "average person",all patients in the department have the same parameters,and thus putting forward a full static Multiple-block booking model and analyzing the parameters of the model to find solution.It is concluded that under the condition of full information static model,the total cost is minimized.Then considering the huge disturbance of the patient's rate of no-shows in the static model to the efficiency of the reservation system,this paper proposes a dynamic Multiple-block outpatient appointment strategy.According to the no-showing rate of each patient who enters the system,arranges each patient's visiting time-section dynamically.The strategy is also being modeled to analyze the effect of no-showing rates of the registration on the comprehensive cost of the outpatient reservation system.Finally,using a sample hospital data to verify and compare the static reservation model and dynamic reservation model,and verify the result that the scheduling mode has higher efficiency than the traditional model.This paper summarizes the applicability of the reservation model to Chinese public hospitals and puts forward the general steps of the model application.
